Fiscal Note
The proposed resolution creates a new capital program, Healthy Community Food Systems, in the Economic Development Division’s 2020 Adopted Capital Budget and transfers $218,000 of available budget authority from the Healthy Retail Access capital program to this new program. The proposed resolution also authorizes the repurposing of $50,000 in SEED Grants funding in the 2021 Adopted Operating budget to complement the Healthy Community Food Systems capital program. No additional City appropriation is required.
Title
Amending the 2020 Adopted Capital Budget for the Economic Development Division to create a Healthy Community Food Systems capital program, authorizing the transfer of available budget authority from the Healthy Retail Access Program, and authorizing the repurposing of SEED Grant funds in the 2021 Adopted Operating Budget to complement the Healthy Community Food Systems capital program, all of which will support the (1) Community Food Access Competitive Grants Program, (2) Rapid Food Access and Food Entrepreneur Support Program, and (3) provide funding to the Madison Food Policy Council to begin a regional food systems planning process.
Body
WHEREAS, $218,000 in currently authorized appropriations is available from the Healthy Retail Access Program in EDD for fiscal years 2017 and 2020; and,
WHEREAS, $50,000 in funding is currently included in the 2021 City of Madison Operating Budget for fiscal year 2021 SEED Grants; and,
WHEREAS, $150,000 in funding is currently included in the 2021 City of Madison Capital Budget for fiscal year 2021 Healthy Retail Access Program funding and shall remain in the budget to support the explicit activities of the Healthy Retail Access Program, which is focused on increasing healthy food access via food retail business investment in food access improvement areas of focus; and,
