No City appropriation is required with the adoption of the new City of Madison Comprehensive plan. City costs associated with urban development in accordance with the plan will be included in future operating and capital budgets subject to Common Council approval.

DRAFTER'S ANALYSIS: This ordinance adopts a new City of Madison Comprehensive Plan.

The Common Council of the City of Madison do hereby ordain as follows:
WHEREAS, pursuant to Wis. Stats. §§ 62.23(2) and (3), the City of Madison is required to have a comprehensive plan, as defined in Wis. Stats. §§ 66.1001(1)(a) and 66.1001(2); and
WHEREAS, the City of Madison adopted a Comprehensive Plan on January 17, 2006 and adopted minor amendments to the Comprehensive Plan in 2011 and 2012; and
WHEREAS, pursuant to 66.1001(2)(i), the City of Madison is required to update the Comprehensive Plan at least once every 10 years; and
WHEREAS, on March 29, 2016 the Common Council authorized the Planning Division to lead the process to update the Comprehensive Plan and designated the Plan Commission as the lead policy body throughout the update process; and
WHEREAS, on June 21, 2016 the Common Council adopted a Public Engagement Plan for the Comprehensive Plan update which described how the City intended to engage the public in the process of developing the comprehensive plan and included written procedures to foster broad public participation in every stage of the preparation of the comprehensive plan, as required by Wis. Stat. § 66.1001(4)(a), and consistent with the City's long tradition of resident participation in planning activities; and
WHEREAS, the public engagement process was accomplished through an extensive outreach process referred to as Imagine Madison, which included an interactive website, numerous community meetings, resident panels, events, appearances, and presentations to numerous City boards, commissions, and committees to provide a wide range of opportunities to participate in development of Plan; and
WHEREAS, the public engagement process emphasized engagement with diverse residents and stakeholders that have historically been underrepresented in City planning processes; and
WHEREAS, City staff assisted in development of the City of Madison Comprehensive Plan, through an inter-agency staff team for the project, and coordination with many other City staff teams and initiatives; and
WHEREAS, the City of Madison Comprehensive Plan includes a Generalized Future Land Use Map to guide development and redevelopment, as well as a Land Use Supplement with additional information and recommendations; and
WHEREAS, the City of Madison Comprehensive Plan thoroughly updates the 2006 Comprehensive Plan; and
WHEREAS, the City of Madison Comprehensive Plan includes all of the required elements as defined in Wis. Stat. § 66.1001(2); and
WHEREAS, in addition to the extensive public engagement process, numerous City boards, commissions and committees reviewed and provided comments on the City of Madison Comprehensive Plan; and
WHEREAS, the Plan Commission, by a majority vote of the entire Commission recorded in its official minutes, adopted a resolution recommending that the Common Council adopt the "City of Madison Comprehensive Plan" containing all of the elements specified in Wis. Stat. § 66.1001(2); and
WHEREAS, the City of Madison has held at least one public hearing on this ordinance in compliance with the requirements of Wis. Stat. § 66.1001(4)(d); and
NOW, THEREFORE, the Common Council of the City of Madison does, by the enactment of this ordinance, formally adopt the document entitled, "City of Madison Comprehensive Plan" including any amendments to the Plan made from the Common Council floor, pursuant to Wis. Stat. § 66.1001(4)(c).
