The proposed resolution authorizes a competitively selected service contract for program management related to Bus Rapid Transit. The total cost of the 3.5 year contract is not to exceed $830,675. Funding for the contract is available within the 2020 and 2021 capital budget appropriations for the Bus Rapid Transit project within the Department of Transportation.

PREAMBLE
The proposed resolution authorizes a 3.5 year agreement with CareyBRT to serve as the Program Manager for the East-West Bus Rapid Transit (E-W BRT), which is currently in project development. The project would consist of roughly 16 miles of BRT infrastructure and three distinct service patterns, which would overlap in the city core to provide service every 5 minutes in peak times. The project budget is $160 million and is anticipated for a Small Start Grant award in mid-2022, with construction in 2023 and 2024.

WHEREAS, the scope of services for the consultant will include Management, oversight and review of deliverables of consultant teams as it pertains to Design, Environmental and Construction Management/Inspection, collaborate with City divisions, assist in procurements to select vendors for contracts, Monitor and Facilitate Right of Way process and progress in coordination with City Real Estate Department. Services will also include lead coordination and negotiation efforts on third party agreements, develop project management plans and other FTA required documentation provide oversight of project controls, develop and implement operations startup and training plan and present project information to stakeholders alone or in coordination with City staff; and;
