WHEREAS, Alderperson Marsha Rummel was elected to the Madison Common Council on April 3, 2007; and

WHEREAS, Alderperson Rummel was elected by her peers to serve as Vice President of the Common Council from 2016-2017 and as President of the Common Council from 2017-2018; and

 

WHEREAS, Alderperson Rummel sponsored land banking policy that led to the City purchase and redevelopment of Don Miller parcels on E. Washington Avenue and Kohls Grocery/French Battery factory at Union Corners; and

 

WHEREAS, Alderperson Rummel championed the preservation of historic Garver Feed Mill and found a developer to rehabilitate and reuse the building; and

 

WHEREAS, Alderperson Rummel initiated a series of processes to address officer-involved shootings and lack of community trust in the Madison Police Department, including creation of the Ad Hoc Policy and Procedures Review Committee that selected the OIR Group and chaired the President's Work Group on Police and Community Relations that put forward 13 recommendations; and

 

WHEREAS, Alderperson Rummel played a leadership role in the City-County process to establish and provide funding for the Beacon Homeless Day Shelter; and

 

WHEREAS, Alderperson Rummel pushed for protection of urban street trees, advocated for ordinance changes to protect trees during street construction, and proposed increased setbacks to allow canopy trees to thrive; and

 

WHEREAS, Alderperson Rummel, as Council President, submitted a letter with recommendations to the Air National Guard during the Environmental Impact Statement review process for siting F-35s at Truax and raised flags about disparate impacts to black and brown communities living nearby, health effects of noise on Northside and Eastside residents, and called for remediation of PFAS contaminants on the site; and

 

WHEREAS, Alderperson Rummel was a strong supporter of implementing a racial justice and social equity lens to review internal and external City projects and processes including City budgets; and

 

WHEREAS, Alderperson Rummel sponsored the City’s affordable housing fund, supported affordable housing projects in District 6 and around the city, and adopted the Housing First approach as part of City policy; and

 

WHEREAS, Alderperson Rummel worked with staff to improve safety for bicyclists at intersections along the Capital City Trail, improve pedestrian safety at many intersections, and sponsored the Vision Zero initiative; and

 

WHEREAS, Alderperson Rummel served on the Public Market Committee since its inception and worked on the earlier iteration proposed for Judge Doyle Square; and

 

WHEREAS, Alderperson Rummel updated the Landmarks Ordinance and served on the Landmarks Ordinance Review Committees 1 and 2; and

 

WHEREAS, Alderperson Rummel, as neighborhood association president and alder, participated in the Task Force that created Central Park, now McPike Park; and

 

WHEREAS, Alderperson Rummel participated in the Capitol Gateway BUILD Steering Committee and helped created Urban Design District #8 for the E. Washington Avenue corridor; and

 

WHEREAS, Alderperson Rummel managed over one hundred public engagement processes for real estate development proposals, street reconstructions, parks and greenway improvements, alcohol licenses and other district issues over many years; and

 

WHEREAS, Alderperson Marsha Rummel through her hard work and dedication to her aldermanic duties has faithfully and with honor served her constituents and the City of Madison;

 

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council commend and thank Alderperson Marsha Rummel for her dedicated service to her constituents in District 6 and to the City of Madison.
