Fiscal Note

The proposed resolution amends the Police Department’s Capital Budget to transfer $125,000 in general obligation borrowing authority from the Midtown District Station Project to capital projects authorizing the purchase and installation of a generator at the East District Station and increasing funding for the Police Intervention Equipment project. The Midtown District Station project (#10390) has $348,000 of unspent GO borrowing appropriation and the project is essentially complete. This resolution would transfer $75,000 to the East District Generator Project (#13021) and $50,000 to the Police Intervention Equipment Project (#12390); leaving a balance of $223,000  XXXXXX. The Department anticipates that the remaining authority after the transfer will be canceled.

AMENDED - Amending the Police Department’s 2020 Capital Budget to transfer up to $125,000 in general obligation borrowing authority from the Midtown District Station Project to capital projects authorizing the purchase and installation of a generator at the East District Station and to expand the capacity of an existing capital project, the Police Intervention Equipment project.

 

Body

WHEREAS, in 2014 the City of Madison purchased property at 4018 Mineral Point Road, Madison for the construction of a new Midtown District Police Station; and,

 

WHEREAS, expenses related to this project are concluding in 2020 and the Midtown District Station is now fully operational; and,

 

WHEREAS, the power outage in July 2019 severely impacted public safety operations, and most Police facilities were unable to continue functioning because they lacked a generator powerful enough to support operations during this emergency; and,

 

WHEREAS, Midtown is the only district station with a generator capable of maintaining operations during an emergency such as a power outage; and,

 

WHEREAS, a powerful generator is necessary for charging equipment, continuing emergency communications, and other functions necessary for the operation of a law enforcement enterprise; and,

 

WHEREAS, City Engineering recommends placing a second high-power generator on the east side of the City in order to expand emergency capabilities beyond just Midtown; and,

 

WHEREAS, City Engineering estimates a cost of $75,000 to include the purchase and installation of a high-power generator, including any associated supplies, equipment, labor, and project contingency; and,

 

WHEREAS, the Police Intervention Equipment Project was approved in the Police Department’s 2020 Capital Budget for $60,000 and is planned to be completed as a part of the 2021 Capital Budget with another $60,000 for a total project budget of $120,000, and;

 

WHEREAS, the Police Department pursued the Police Intervention Equipment Project after receiving community recommendations to explore alternatives to deadly force, and;

 

WHEREAS, the Police Intervention Equipment Project has a goal of increasing the immediate availability of alternative force options to officers responding to critical incidents, and;

 

WHEREAS, the Police Department desires to equip every officer and supervisory squad car with alternative force options to maximize the availability of this critical equipment, and;

 

WHEREAS, the Police Department estimates that an additional $50,000 needs to be added to the Police Intervention Equipment Project for the successful acquisition of alternative force equipment for every officer and supervisory squad car, and;

 

WHEREAS, actual costs for the construction and furnishing of the Midtown District Station were less than anticipated resulting in remaining budget authority that may be reallocated,

 

NOW THEREFORE BE IT RESOLVED, that the 2020 Police Capital Budget is hereby amended to transfer up to $75,000 from the Police Midtown Station Project (#10390) to the East District Generator Project (#13021); and, $50,000 from the Police Midtown Station Project (#10390) to the Police Intervention Equipment Project (#12390); and,

 

BE IT FURTHER RESOLVED, that these funds will be used for the cost of purchasing and installing a new generator at the East District Station in consultation with City Engineering and for the purchasing of alternative force equipment to be installed in every officer and supervisory squad car.
