The proposed resolution terminates the contract with the Madison Metropolitan School District (MMSD) to provide School Resource Officers for the four MMSD high schools. The Police Department 2020 operating budget includes $360,000 in revenue from MMSD. The Department has received $158,310 in 2020, leaving a budget shortfall of $201,690. Given the budgetary impacts of the COVID-19 virus and the multiple protests that have occurred this summer, the Department will likely need an additional appropriation to cover various budgetary impacts. These, along with the loss of the MMSD funding, will be evaluated in the 2nd and 3rd quarter projections and a budget amendment may be brought forward at that time.
The four officers that served as the School Resource Officers have been reassigned to Patrol.

Body
WHEREAS, under RES-19-00506, the City and Madison Metropolitan School District (MMSD) entered into a contract for the placement of four full-time Madison Police Officers as School Resource Officers (SROs) within the four MMSD high schools, through June 15, 2022; and,
WHEREAS, MMSD and the City have jointly determined that Community Based Policing via the SRO Program is no longer mutually beneficial; and,
WHEREAS, the contract may be amended by mutual agreement of both parties; and,
WHEREAS, MMSD and the City desire to terminate the contract effective August 1, 2020.
NOW, THEREFORE, BE IT RESOLVED that if agreed upon by MMSD, the Mayor, Police Chief and the City Clerk are authorized to sign an amendment to the contract with MMSD to terminate the contract to provide School Resource Officers to the four MMSD high schools effective August 1, 2020.
