Title

Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with Madison Metropolitan Sewerage District Northeast Interceptor Joint Grouting MH10-106 to MH10-101. (15th AD)

Body

The Madison Metropolitan Sewerage District (MMSD) Northeast Interceptor Joint Grouting MH10-106 to MH10-101 project intends to rehabilitate approximately 2,400 linear feet of 48-inch diameter sanitary sewer between the intersection of Highway 30/51 to Regas Road along the City's Marsh View Bike Path.  Evening and early morning work will be required to take advantage of low flow levels in the sewer in the off-hours. This work does not allow for all construction activities of the project to take place during the normal working hours of 7:00AM and 7:00PM.  Noise variance related construction activities will commence in approximately January 2022 and will take approximately five months to complete.

 

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. It is anticipated that the Contractor performing this work will call for permission to perform the work required to complete the project outside the hours of 7:00 AM to 7:00 PM because:

 

1.                     The flow levels in the interceptor are too high between 7:00 AM to 7:00 PM to complete the work. Off-hour work will take advantage of low diurnal flows in the evening and early morning time periods.

 

The proposed activities beyond the hours of 7:00 AM to 7:00 PM may be as follows:

 

1.                     Access to manhole structures, including televising & cleaning and joint grouting.

 

Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction.

 

NOW THEREFORE BE IT RESOLVED, that construction work, between the hours of 7:00 PM and 7:00 AM on are hereby approved in accordance with Section 24.08(3) of the Madison General Ordinances., and

 

BE IT FURTHER RESOLVED, that the construction activities outside the hours of 7:00 AM and 7:00 PM are limited to those activities identified in this resolution and the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on May 31, 2022.
