To suspend the issuance of Camp Randall High Density Vending Licenses under sec. 9.13(7) and Football Game Day site assignments under sec. 9.13(11) for public health reasons due to the ongoing COVID-19 pandemic, for the 2020-2021 street vending season and UW football season.

DRAFTER’S ANALYSIS: This non-codified ordinance suspends the program for vending food and merchandise on City sidewalks and other City rights-of-way around Camp Randall on UW-Madison home football game days, due to the COVID-19 public health crisis. A High Density Vending License and a site assignment from the City are required to vend in the Camp Randall High Density Vending Area (see “Camp Randall HDV” map in Attachments). This effect of this ordinance is that no street vending can occur in that area for the remainder of the street vending season (through April 14, 2021) and through the UW Football season if the UW should choose to extend the season beyond April 14, 2021.
This ordinance also suspends UW Football Game Day vending site assignments. Under the current ordinance, vendors with a basic street vending license can apply for a site assignment in the UW Football Game Day Vending Area which includes Regent Street and is adjacent to the Camp Randall High Density Area (see “UW Game Day” map in Attachments). The UW Game Day site assignments will be suspended for the same duration.
This ordinance will not be codified.

The Common Council of the City of Madison do hereby ordain as follows:
1. The issuance of all Camp Randall High Density Vending Licenses under sec. 9.13(7) of the Madison General Ordinances and all UW Game Day site assignments under sec. 9.13(11) of the Madison General Ordinances is suspended for the 2020-2021 Street vending season, which ends on April 14, 2021, and for the duration of the current UW-Madison football season, if that season should be extended beyond April 14, 2021, for public health and safety reasons created by the COVID-19 public health crisis. No vending licenses or site assignments under either ss. 9.13(7) or (11) shall be issued during such time.
