PREAMBLE
WHEREAS, The City of Madison, in conjunction with the Wisconsin Department of Transportation have proposed a project to reconstruct S. Blair St. from John Nolen Dr. to E. Washington Ave., which includes the intersection of Williamson St., E. Wilson St., John Nolen Dr., and S. Blair St.; and
WHEREAS, the City secured Federal Funds through the Highway Safety Improvement Program for reconstruction of the intersection of Williamson St., E. Wilson St., John Nolen Dr., and S. Blair St.; and,
WHEREAS, the City of Madison Common Council adopted RES-18-00489, File ID 51170, Accepting the report by Strand Associates - Blair Street Corridor Study Report and approving geometry for the S Blair Street / John Nolen Drive / E Wilson Street / Williamson Street intersection, which was the basis of the project geometric design; and,
WHEREAS, the City of Madison Common Council adopted RES-18-00716, File ID 553163 on June 5, 2018, authorizing the Mayor and City Clerk to execute an agreement with Strand Associates, Inc. for additional design engineering services for the final design of the intersection; and,
WHEREAS, The City of Madison with Strand Associates have completed preliminary design of the project, which includes: reconstruction of S. Blair St. to an urban section, with two travel lanes in either direction; installation of new left turn lanes on S. Blair St. and on John Nolen Dr. at the intersection with E. Wilson St. and Williamson St.; removal of the E. Wilson St. extension along the north side of E. Wilson St.; removal of the Machinery Row driveway access on to Williamson St.; installation of new medians on S. Blair St., John Nolen Dr. and Williamson St. to provide adequate protectio...
