Fiscal Note
This agreement provides for the reimbursement by the University of Wisconsin - Madison for all fixed route and ADA paratransit trips provided by Metro Transit to UW - Madison and University Hospital employees and members of affiliate groups as designated by UW Transportation Services during the contract term. Metro Transit shall be reimbursed based on the most recent four-year rolling average of actual ridership. The estimated amount in the 2020 budget is $2,275,000 based on the agreement rate of $1.35 per fixed route ride, which is the rate per fixed route ride for the first three years of the agreement. A year is defined, for the purposes of this agreement, as the academic year September 1 through August 31. During option years 4 and 5 of the agreement, the per fixed route ride rate will be $1.40 or the then current rate in Metro's Fare Tariff, whichever is lower. Paratransit rides will be billed by actual ridership at the per ride rate in effect at the time the ride is taken.

Metro Transit will credit UW - Madison with $40,000 for each of the first three years of the agreement in 12 equal amounts over each one-year period.

Based on the terms of the new agreement, estimated revenue from this contract will increase from $1.97m to $2.28m ($310k increased based on prior ridership trends). The new rate structure has been reflected in Metro’s 2021 cost to continue budget.
