The proposed resolution approves the path geometry for the Garver Path from Sugar Avenue to Milwaukee Street and the roadway geometry for Starkweather Drive from Hargrove Street to Dawes Street. The resolution also authorizes the Mayor and City Clerk to amend the contract with KL Engineering, Inc for additional design engineering services at a total cost of $16,600. Budget authority is available in the Adopted 2020 Engineering - Bicycle and Pedestrian Garver Path Project. No additional City appropriation is required.

The City of Madison and KL Engineering Inc entered into an agreement for design engineering services (Original: RES-18-00758) for the construction of the Garver Path from Sugar Avenue to Milwaukee Street. The project has had preliminary engineering design performed and the City held two public input meetings with the neighborhood.
The proposed project consists of new 10’ wide multi-use path from Sugar Avenue to Milwaukee Street. The path begins at its southern limits through easement on the Garver Feed Mill site, crosses Starkweather Creek near Hargrove Street, and extends up to Milwaukee Street along the East bank of the Starkweather Creek. The project also includes new lighting along the path. Two new bridges are proposed over Starkweather Creek (one new bridge at Hargrove Street and one replacement bridge at Ivy Street). A new bridge is proposed over wetland areas north of O.B. Sherry Park.
