The proposed resolution approves the path geometry for the Garver Path from Sugar Avenue to Milwaukee Street and the roadway geometry for Starkweather Drive from Hargrove Street to Dawes Street. The resolution also authorizes the Mayor and City Clerk to amend the contract with KL Engineering, Inc for additional design engineering services at a total cost of $16,600. Budget authority is available in the Adopted 2020 Engineering - Bicycle and Pedestrian Garver Path Project. No additional City appropriation is required.

The City of Madison and KL Engineering Inc entered into an agreement for design engineering services (Original: RES-18-00758) for the construction of the Garver Path from Sugar Avenue to Milwaukee Street. The project has had preliminary engineering design performed and the City held two public input meetings with the neighborhood.
The proposed project consists of new 10’ wide multi-use path from Sugar Avenue to Milwaukee Street. The path begins at its southern limits through easement on the Garver Feed Mill site, crosses Starkweather Creek near Hargrove Street, and extends up to Milwaukee Street along the East bank of the Starkweather Creek. The project also includes new lighting along the path. Two new bridges are proposed over Starkweather Creek (one new bridge at Hargrove Street and one replacement bridge at Ivy Street). A new bridge is proposed over wetland areas north of O.B. Sherry Park. In order to provide room for the new path in the right of way and allow for reduced pervious area, the project includes reconstruction of Starkweather Drive from Hargrove Street to Dawes Street, as a one-way northbound street.
The project is planned for 2021 construction.
The City Engineer recommends that additional design services be undertaken by KL Engineering Inc. They are:
1. Additional Environmental Document Coverage/Design Services due to new Starkweather Drive route:
a. Additional Agency Coordination
b. Additional Hazardous Materials Investigation
c. Additional Hydrology/Hydraulic Analysis
d. Additional Cultural Resources Review
e. Additional Wetland Delineation
f. Additional Path/Street Design
g. Additional Site/Utility Survey
The proposed contract amendment is expected to cost $16,600. Budget authority is available in the Garver Path Project, thus no Budget Amendment is needed.
NOW THEREFORE BE IT RESOLVED that the path geometry for Garver Path from Sugar Avenue to Milwaukee Street is hereby approved; and
BE IT FURTHER RESOLOVED that the roadway geometry for Starkweather Drive from Hargrove Street to Dawes Street is hereby approved; and
BE IT FURTHER RESOLOVED that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between Madison and KL Engineering, Inc. for additional design engineering services for the project.
