Fiscal Note
The proposed resolution authorizes allocation of funding up to $1,846,785 for architectural and engineering consulting services over the next five years for Metro Transit Maintenance Facility phased upgrades at 1101 E. Washington Avenue. Funding for 2020 is included in the Adopted 2020 Capital Budget (MUNIS Project 11229). Funding for 2021 and 2022 are in the Adopted 2020 Capital Improvement Plan. The consulting work will only be authorized to proceed by phase.

Body
WHEREAS, City Engineering and Madison Metro Transit require architectural and engineering (A/E) consulting services to complete the Schematic Design, Design Development, Construction Documentation, Bidding and Negotiation, Construction Administration and Warranty work for a phased facility upgrade; and

WHEREAS, the anticipated work involves implementing recommendations from a facility study completed in 2018 including: a 2021 project for Phase 3A - maintenance bay replacement, a 2022 project for Phase 3B - administrative and support area remodel, and a 2023 project for Phase 3C - bus storage remodel; and

WHEREAS, City Engineering and Madison Metro Transit worked with the Purchasing Division to issue RFP # 8846 to solicit proposals for such services, and received 5 proposals; and

WHEREAS, an evaluation team consisting of Purchasing and relevant Engineering and Metro Transit staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; interviewed finalists and Mead and Hunt was selected through this process; and
