The anticipated revenues and expenses for the services proposed by this resolution are included in the 2020 Adopted Operating Budget for the Planning Division - Metropolitan Planning Organization (MPO). No additional City appropriation is required.
Title
Authorizing the Mayor and City Clerk to enter into an agreement with the Capital Area Regional Planning Commission (CARPC) for the Madison Area Transportation Planning Board (MATPB) to provide transportation planning services to CARPC and for CARPC to provide demographic and employment forecast services to MATPB in calendar year 2020
Body
WHEREAS, the City of Madison Planning Division provides staffing for the Madison Area Transportation Planning Board (MATPB) - A Metropolitan Planning Organization (MPO) and the city serves as the MPO’s fiscal and administrative agent; and
WHEREAS, the Madison Area Transportation Planning Board (MATPB) is the designated MPO for the Madison Metropolitan Area with responsibilities to perform metropolitan transportation planning and programming activities; and
WHEREAS, the Capital Area Regional Planning Commission (CARPC) is the regional land use and area-wide water quality management planning agency for Dane County with responsibilities that include preparing a master plan for the physical development of the region and approving local government requests for expansions of their sewer service areas; and
WHEREAS, CARPC is in need of services to conduct transportation planning for Dane County, including areas outside of the Madison Metropolitan Area; and
WHEREAS, CARPC will receive federal Planning funding from the Wisconsin Department of Transportation (WisDOT) in 2020 for transportation related planning activities; and
WHEREAS, CARPC is requesting that the MATPB, as the MPO for the region, provide transportation planning services in a manner that has been provided historically by the MPO to CARPC since the MPO function was separated from the RPC; and
WHEREAS, these services are to consist of (1) conducting analyses of the impact of proposed Sewer Service Area amendments in the county on the multi-modal transportation system, including assessing the capacity to handle the traffic to be generated, ability to serve the development with public transit, accommodations for pedestrians and bicyclists, other design issues, and overall consistency with the goals, policies, and recommendations in the Regional Transportation Plan 2050; and (2) coordinating on and supporting CARPC’s work to update the Regional Land Use Plan, including analyzing transportation impacts and needs associated with land use map options and supporting public engagement efforts; and
WHEREAS, the Planning Division and MATPB have concluded that it would be desirable to continue to provide these services to CARPC as has been done in prior years by entering into the attached agreement with CARPC; and
WHEREAS, MATPB is requesting that CARPC, as the regional land use planning agency, provide demographic and employment forecast services to MATPB to support the next update to the Regional Transportation Plan update, ongoing and future corridor studies, and traffic forecasts for design projects; and
WHEREAS, these services are to consist of (1) providing forecasts of population and households at the county, urban service area, and city/village levels (for the Central and Northern Urban Service Areas that encompasses more than one city/village) based upon the Wisconsin Department of Administration (DOA) county forecasts; (2) providing a county level employment forecast by general type (retail, office/service, industrial/other) consistent with the DOA population forecast by age group, labor force participation rate forecasts, and forecast of non-resident worker commuting into Dane County from adjacent counties; and (3) providing household and employment (by general type) forecasts by Transportation Analysis Zones (TAZs) used in MATPB’s travel forecast model for all zones outside the City of Madison’s growth boundaries; and
WHEREAS, on November 6, 2019, MATPB approved Resolution TPB No. 166 authorizing the City of Madison to contract with CARPC for the provision of services by MATPB to CARPC and by CARPC to MATPB in 2020; and
WHEREAS, the MATPB will invoice CARPC on a quarterly basis for the cost of its transportation planning services not to exceed $5,457 for calendar year 2020; and
WHEREAS, CARPC will invoice MATPB on a quarterly basis for the cost of its services not to exceed $17,000:
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into the attached agreement with CARPC for MATPB to provide transportation planning work activities to CARPC and CARPC to provide demographic and employment forecast services to MATPB in calendar year 2020.
