Fiscal Note
The proposed resolution and subsequent Request for Proposal (RFP) process will make available approximately $6,000,000 of federal funds (i.e., HOME Investment Partnership Program, Community Development Block Grant, and Energy Efficiency & Conservation Block Grant) to support eligible development projects. The total amount of funds available is contingent upon the City receiving sufficient federal funding from the U.S. Department of Housing and Urban Development (HUD) to enable existing HOME and CDBG-funded contracts for Affordable Housing and Strong and Healthy Neighborhoods to be re-authorized in 2019. Upon completion of the RFP process, the Community Development Division will formulate 2018-2019 funding allocation recommendations for consideration by the Mayor and Common Council on or about December 4, 2018.

WHEREAS, the Community Development Division (CDD), in consultation with the Community Development Block Grant Committee, is responsible for formulating recommendations to the Mayor and Common Council regarding the use of Federal funds provided to the City and allocated for development projects through the HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG) Program and Energy Efficiency & Conservation Block Grant (EECBG) Program; and,

WHEREAS, each of these programs specifies eligible uses to which funds may be applied; and,

WHEREAS, on December 3, 2014, the Common Council formally adopted the City of Madison’s 2015-2019 Consolidated Plan, which spells out ...
