Fiscal Note

The proposed resolution and subsequent Request for Proposal (RFP) process will make available approximately $6,000,000 of federal funds (i.e., HOME Investment Partnership Program, Community Development Block Grant, and Energy Efficiency & Conservation Block Grant) to support eligible development projects. The total amount of funds available is contingent upon the City receiving sufficient federal funding from the U.S. Department of Housing and Urban Development (HUD) to enable existing HOME and CDBG-funded contracts for Affordable Housing and Strong and Healthy Neighborhoods to be re-authorized in 2019. Upon completion of the RFP process, the Community Development Division will formulate 2018-2019 funding allocation recommendations for consideration by the Mayor and Common Council on or about December 4, 2018.

Authorizing the Community Development Division (CDD) to conduct a Request for Proposals process seeking residential and non-residential development projects to which to allocate federal funds available through the HOME, Community Development Block Grant, and Energy Efficiency & Conservation Block Grant programs; and to formulate funding allocation recommendations for consideration by the Mayor and Common Council on or about December 4, 2018.

Body

WHEREAS, the Community Development Division (CDD), in consultation with the Community Development Block Grant Committee, is responsible for formulating recommendations to the Mayor and Common Council regarding the use of Federal funds provided to the City and allocated for development projects through the HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG) Program and Energy Efficiency & Conservation Block Grant (EECBG) Program; and,

 

                     WHEREAS, each of these programs specifies eligible uses to which funds may be applied; and,

 

                     WHEREAS, on December 3, 2014, the Common Council formally adopted the City of Madison’s 2015-2019 Consolidated Plan, which spells out  the specific community development goals and objectives toward which the City will focus its federal entitlement funds and describes, generally, how the City will apply available funds toward addressing these goals and objectives; and,

 

                     WHEREAS, that plan identifies Affordable Housing and Strong and Healthy Neighborhoods as primary goals, and includes making investments in projects that enhance the City’s Housing Supply and support Capital Improvements in facilities owned or operated by Community Organizations as specific related objectives; and,

 

                     WHEREAS, these goals and objectives are responsive to conclusions and recommendations drawn from previously completed planning documents including the Analysis of Impediments to Fair Housing Choice study, accepted by the Common Council in October 2013, and the 2014 City of Madison Affordable Housing Market Report, which urged the City to seek partnerships with area developers and other service providers to help expand the supply of affordable housing options available to both renters and prospective home owners in Madison; and,

                     

                     WHEREAS, CDD has traditionally offered CDBG funds to support efforts aimed at strengthening neighborhoods through strategic investments in physical assets and amenities including neighborhood centers and other community facilities that provide public benefit; and,

 

                     WHEREAS, the goals and objectives of this RFP will also align with the direction and focus of Imagine Madison, the City’s Comprehensive Plan; and,

 

                     WHEREAS, if authorized by the Common Council, the RFP that CDD issues will seek development projects that fulfill the fundamental goals and objectives that are described in the aforementioned documents and,

 

                                          

                     WHEREAS, this RFP will make available approximately six million dollars of federal funds to support eligible development projects, with the greatest share of funding derived from HOME funds, and CDD staff will draw on funds that best match proposed projects with available funding sources, when formulating funding recommendations; and,

 

                     WHEREAS, the total amount of funds available is contingent upon the City receiving sufficient federal funding allocations from the U.S. Department of Housing and Urban Development (HUD),  to also enable existing HOME- and CDBG-funded contracts for Affordable Housing and Strong and Healthy Neighborhoods to be re-authorized in 2019

 

                     NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Community Development Division to conduct an RFP process to solicit residential and non-residential development project proposals, to be funded with federal HOME, CDBG and/or EECBG Program dollars; and to formulate 2018-2019 funding allocation recommendations for consideration by the Mayor and Common Council on or about December 4, 2018.
