Fiscal Note

The proposed resolution authorizes an increase to the existing engineering design services contract for the Olbrich Botanical Gardens Expansion - Project 1. The resolution seeks to add $25,000  $50,000 to the existing authorized contract amount of $1,000,000 for additional services being provided during the design development, construction document, and construction administration phases of the project. Funding for the increase will come from the existing project budget (Munis project 17193). The 2017 Adopted Capital Budget includes $500,000 in GO Borrowing and $4.5M in contributions/donations from Olbrich Botanical Society to begin design. The 2018 Adopted Capital Budget includes $4.5M in GO Borrowing to complete design and construction to begin construction for this project.

[Preamble

 

The parties, the City of Madison ("City") and Meyer, Scherer, & Rockcastle, Ltd. ("Architect" or "Contractor") entered into a contract for the purchase of professional architectural design and construction administration services for Olbrich Botanical Gardens on April 6, 2017 RES17-00175 <https://madison.legistar.com/LegislationDetail.aspx?ID=2949249&GUID=1C5ECC33-ABE7-4026-938F-8B6F07A090B5&Options=ID%7c&Search=45810>.  The contract amendment for this resolution is to address extra services required during the design development, construction drawing, and construction administration phases of the contract. Unanticipated soil conditions have required additional time and effort of the structural analysis and structural design.  Review of City Ordinance and State Statutes regarding Stormwater Management requirements have incurred additional site analysis and design to bring the complex within the current required management parameters.  Review of Fire Protection and Life Safety Codes incurred additional analysis and design to provide appropriate fire protection systems.  Additional Olbrich operational requirements not known at the time of the original proposal for mechanical, electrical, and plumbing design are also part of this contract amendment.

 

 

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute Amendment #1 to the Contract between the City of Madison and Meyer Scherer & Rockcastle, Ltd., in a form to be approved by the City Attorney, to provide professional architectural and engineering design services for the extra work as described above.
