Fiscal Note
The City of Madison's 2016-2017 ETH (Emergency Solutions Grant, Transitional Housing Program, Homeless Prevention Program) grant award was entirely budgeted for within the Community Development Division’s adopted 2016 Operating Budget. As no additional grant revenues from the 2016-2017 ETH funding cycle were anticipated in 2017, no funds/expenditures were budgeted for this as part of the 2017 Operating Budget process. The 2017 CDD Operating Budget thus requires an amendment to recognize the additional grant revenue and commensurate expenditures. There is no net impact on the City levy.
The budget will be amended to reflect the following:

BACKGROUND
In May 2016, the City of Madison submitted a grant application on behalf of the Dane County Continuum of Care to the Wisconsin Department of Administration's Division of Housing ("the State") as part of the ETH (Emergency Solutions Grant, Transitional Housing Program, Homeless Prevention Program) application cycle, and was awarded a total contract of $547,117. The City subsequently entered into a contract with the State on August 4, 2016 to administer (through the City's Community Development Division) the ETH grant revenue, which included $42,500 in Transitional Housing Program (THP) funds. Two THP-eligible providers were funded with this revenue: Briarpatch received $23,100 in THP funds for its Transitional Living Program, and Porchlight received $19,400 in THP funds for its STABLE Program.
The State recently allocated an additional $12,500 in THP funds to the Dane County CoC, which will extend the City's 2016-2017 ETH contract with the State for up to one year. The two THP-eligible providers' contracts with the City will be similarly extended.
ACTION
WHEREAS, the City of Madison entered into a contract on behalf of the Dane County Continuum of Care with the Wisconsin Department of Administration's Division of Housing ("the State") on August 4, 2016 to administer $547,117 in ETH grant funds through the City's Community Development Division (CDD); and,
WHEREAS, the State has recently allocated an additional $12,500 in Transitional Housing Program (THP) funds to the Dane County Continuum of Care to be awarded prior to June 30, 2017, which will extend the City's 2016-2017 ETH contract with the State for up to one year; and,
WHEREAS, CDD staff have contacted the two THP-eligible providers, reviewed eligible costs for the additional funding, and determined that each agency should be awarded an additional $6,250 in THP funds to be expended prior to June 30, 2018;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Mayor and City Clerk to enter into an agreement with the Wisconsin Department of Administration's Division of Housing, amending the ETH contract signed August 4, 2016 to increase the total award from $547,117 to $559,617; and,
BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and City Clerk to amend each of two current 2016-2017 ETH contracts with Briarpatch and Porchlight, to recognize an additional $6,250 apiece in Transitional Housing Program funding; and,
BE IT FINALLY RESOLVED, that the Common Council hereby amends the Community Development Division's 2017 Operating Budget to reflect the additional $12,500 in new 2016-2017 THP grant revenue and commensurate expenditures.
