Fiscal Note
The base budget includes $203,000 within CDD for Day Center operations ($80,000) and gap services for homeless individuals prior to the opening of the Day Center ($123,000). Historically the budget included $50,000 for Day Center operations; through BOE Amendment 14, the 2016 Adopted Budget added $30,000 for a total of $80,000 as the City’s contribution for the Day Center.

The funding for gap services was added to the budget in 2015. This funding currently supports the following contracts:

The proposed resolution states the City’s intent to provide $137,000 annually for the operations of the Day Center. At this funding level case management services at the Central Library will continue while the remaining gap services will be discontinued. The funding commitment outlined in the resolution is contingent upon appropriations in the 2017 Adopted Operating Budget.

WHEREAS, the Common Council has adopted a five-year Community and Neighborhood Plan which identifies homelessness as a critical issue within the community; and,

WHEREAS, the Community Development Division works collaboratively with Dane County government and non-profit homeless service providers to help meet the needs of homeless persons; and,

WHEREAS, in March, 2013 the City of Madison passed resolution 28710, Honoring and Congratulation the Daytime Warming Shelter Program for Its Successful 2012-2013 Operations as an interim measure prior to the establishment of a permanent Day Resource Center; and,

WHEREAS, the Dane County Homeless Issues Committee recommended the establishment of a permanent Day Resource Center beginning November 1, 2013; and,
