Fiscal Note
The cost of renting and replacing 97 DS-200 Tabulators and 90 AutoMark Voter Assist Terminals will be between $868,000 and $1,000,000. These costs will be reimbursed by insurance, minus a $5,000 deductible. The appropriation for replacing the equipment will be made from the General Fund and will need to be reflected in the City's calculation for qualifying for a 2017 payment under the state Expenditure Restraint Program.

WHEREAS, the City of Madison has stored its election equipment at the Village on Park since City Real Estate identified a climate-controlled location there in 2007; and

WHEREAS, the election equipment storage space flooded in 2013; and

WHEREAS, reconstruction at this site did not prevent the election equipment storage space from flooding on July 21, 2016; and

WHEREAS, 97 DS-200 tabulators and 90 AutoMark Voter Assist Terminals were destroyed in the July 21, 2016, flood; and

WHEREAS, new election equipment was needed immediately for the August 9 Partisan Primary; and

WHEREAS, the manufacturer will immediately provide the City of Madison with equipment to rent for the short-term, and will apply the rental fees to the purchase of new equipment; and

WHEREAS, an insurance claim has been filed for the replacement of this election equipment;

WHEREAS, the City Clerk is working with the Office of Real Estate Services to identify suitable leased storage space that is secure, climate controlled and reasonably sealed from external environmental effects;

WHEREAS, under MGO s. 4.26, the Finance Director is authorized to sign contracts for supplies and purchased services;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the emergency contract signed by the Finance Director on July 29, 2016, to authorize the rental and purchase of replacement election equipment; and
