SUBSTITUTE-Support of in-state tuition for children of illegal undocumented immigrants
Body
WHEREAS, a large number of children are illegally brought_without proper immigration documentation into this country the United States by their parents and raised as if they were citizens; and
 
WHEREAS, until this year, Wisconsin has allowed illegal undocumented immigrants who had resided in the state for three years, and had graduated from a Wisconsin high school to attend state universities by paying in-state tuition; and
 
WHEREAS, the difference between in-state and out-of-state tuition is often what determines whether an individual can afford higher education; and
 
WHEREAS, denying education to children who were brought here illegally without proper immigration documentation only helps to create a permanent class of poor residents with a greater risk of becoming dependant on social services; and
 
WHEREAS, it should be the policy of this state to create an educated population who can contribute to our economy;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council for the City of Madison supports the restoration of the law allowing in-state tuition for state residents who have graduated from a Wisconsin high school, but are illegally in the country lack proper immigration documentation; and
 
BE IT FURTHER RESOLVED, that we ask the State Legislature and Governor to pass legislation to that effect; and
 
BE FINALLY RESOLVED, that a copy of this resolution be sent to the Governor.
