Title
Resolution Opposing 2011 Assembly Bill 286
Body
WHEREAS, finding employment is an essential step in allowing ex-offenders to successfully reenter society, and in preventing recidivism; and
WHEREAS, ex-offenders face a substantial stigma in their attempts to find employment; and
WHEREAS, Assembly Bill 286 would provide legal sanction to the stigma and discrimination that ex-offenders already face; and
WHEREAS, current law already allows an employer to make employment decisions based on arrest and conviction records whre the circumstances of the arrest or conviction substantially relate to the job; and
WHEREAS, a disproportionately large share of Wisconsin's prison population is African American and thus the negative effect of Assembly Bill 286 would disproportionally fall on African Americans;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council for the City of Madison opposes Assembly Bill 286; and
BE IT FURTHER RESOLVED, that we ask the Wisconsin Legislature to oppose Assembly Bill 286; and
BE FINALLY RESOLVED, that copies of this resolution be sent to our State Legislators, and the members of the Assembly Committee on Labor and Workforce Development.
