Commending and thanking Mayor David J. Cieslewicz for his service as Mayor for the City of Madison 2003-2011 and wishing him well in all his future endeavors.
Body
WHEREAS, Mayor Dave Cieslewicz was elected as the 57th Mayor of the City of Madison on April 1, 2003 and was re-elected in 2007; and,

WHEREAS, Mayor Dave made public safety a priority for the City by adding 64 police officers, the first fire station in 25 years, two ambulances after none had been added in 15 years, funded the creation of a police gang prevention unit and a repeat offenders unit; and,

WHEREAS, Mayor Dave transformed Halloween on State Street, once a national black eye for the city, into Freakfest, reducing the City’s out of pocket costs by more than half, increasing revenues and reducing arrests by 92%; and,

WHERAS, Mayor Dave strongly supported investments in neighborhoods and neighborhood centers across the city such as Goodman Atwood, Lussier Wexford, East Madison and Meadowood and also supported entities such as the Allied Boys & Girls Club on Allied Drive and the Urban League Economic Development Center and created the Emerging Neighborhoods Fund ; and

WHEREAS, Mayor Dave focused on basic services in the city resulting in a 91% resident satisfaction rate; and,

WHEREAS, Mayor Dave believed in using data and implementing systems to improve efficiencies and save money such as automated trash and recyclable collection, hybrid buses, developing a policy to more efficiently clear streets after snowstorms, implementing the online Report-A-Problem, using the Neighborhood Indicators and Madison Measures to make informed budget decisions, developing The Natural Step program that supported sustainability efforts in the city and all the while maintaining the City’s Aaa bond rating in the midst of a recession; and,

WHEREAS, Mayor Dave moved the city forward on a variety of economic development projects that were both progressive and pro-bus...
