This new project of $641,100 will be funded by a USEPA grant of $291,000 and by transferring $350,100 from existing Water Utility Capital Budget projects, of which $259,000 are matching funds for the grant.

Body
WHEREAS, the approved 2006 Madison Water Utility Water Master Plan identified a need to make several water supply improvements to the wells on the east side of Madison; and

WHEREAS, Madison Water Utility adopted a formalized water conservation program with the goal of reducing water use and thereby reducing projected long term demands that could impact the scheduling and need for planned facilities; and

WHEREAS, Madison Water Utility recognizes a need to review and update the water use demands established in the adopted 2006 Water Master Plan to conform with current use patterns and conservation goals; and

WHEREAS, Iron and manganese levels at Wells 7 and 8 are above the USEPA secondary standard and the Utility wishes to address this situation; and

WHEREAS, Well 3 was abandoned in 2008 and may require replacement; and

WHEREAS, Water Quality testing at Well 15 has indicated increasing levels of VOC which could rise above the maximum contaminant level as regulated by the USEPA; and

WHEREAS, Madison Water Utility is creating a new project titled "East Side Water Supply Planning and Project Development" in its 2010 Capital Budget by combining and deleting the following projects: Project 7 Unit Well 8 - Iron and Manganese Mitigation, Project 10 East Isthmus Unit Well, and Project 12 Unit Well 7 - Iron and Manganese Mitigation.
