This new project of $641,100 will be funded by a USEPA grant of $291,000 and by transferring $350,100 from existing Water Utility Capital Budget projects, of which  $259,000 are matching funds for the grant.

Amending the Water Utility's 2010 Capital Budget to create a new project titled "East Side Water Supply Planning and Project Development" funded in part by a USEPA Special Appropriations Grant in the amount of $291,000 and by $350,100 previously included in the 2010 Capital Budget (Multiple East Side Districts).
Body
WHEREAS, the approved 2006 Madison Water Utility Water Master Plan identified a need to make several water supply improvements to the wells on the east side of Madison; and
 
WHEREAS, Madison Water Utility adopted a formalized water conservation program with the goal of reducing water use and thereby reducing projected long term demands that could impact the scheduling and need for planned facilities; and
 
WHEREAS, Madison Water Utility recognizes a need to review and update the water use demands established in the adopted 2006 Water Master Plan to conform with current use patterns and conservation goals; and
 
WHEREAS, Iron and manganese levels at Wells 7 and 8 are above the USEPA secondary standard and the Utility wishes to address this situation; and
 
WHEREAS, Well 3 was abandoned in 2008 and may require replacement; and
 
WHEREAS, Water Quality testing at Well 15 has indicated increasing levels of VOC which could rise above the maximum contaminant level as regulated by the USEPA; and
 
WHEREAS, Madison Water Utility is creating a new project titled "East Side Water Supply Planning and Project Development" in its 2010 Capital Budget by combining and deleting the following projects: Project 7 Unit Well 8 - Iron and Manganese Mitigation, Project 10 East Isthmus Unit Well, and Project 12 Unit Well 7 - Iron and Manganese Mitigation.
 
WHEREAS, Madison Water Utility is transferring the following approved Capital Budget amounts from the deleted projects to the new project:  Project 7 - $116,700, Project 10 - $116,700, and Project 12 - $116,700 totaling $350,100;
 
WHEREAS, The new project includes $259,000 in required matching funds to fund a comprehensive study of the long term water needs on the east side of Madison; and
 
WHEREAS, Madison Water Utility has applied for and received a special appropriations grant from the USEPA in the amount of $291,000;
 
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to execute and accept an USEPA Special Appropriations Grant contract in the amount of $291,000 for the "East Side Water Supply Planning and Project Development" project.
 
BE IT FURTHER RESOLVED that the Water Utility's 2010 Capital Budget is amended to create the new project with grant funds and transfers from existing Capital Budget projects.
