Fiscal Note
The Clerk's Office has requested $282,000 of General Obligation Debt funding for the City's share of the costs. Funding will be provided through the normal 2014 Capital Budget process.

Intergovernmental Agreement with Dane County that will authorize Dane County to purchase voting equipment for the City of Madison, and the City of Madison agrees to reimburse the County for 50% of the equipment, initial training and installation costs within three years of receipt of the voting equipment.
Body
WHEREAS, the Dane County Board, by its Resolution 134, 2012-2013, has approved the purchase and cost-sharing of new election equipment and software for municipalities located in Dane County, so that an aging infrastructure may be replaced; and

WHEREAS, Dane County has agreed to make an initial investment in the system infrastructure, not to exceed $3 million, provided that participating municipalities pay one half the cost for the purchase of its onsite voting equipment and initial training expenses; and

WHEREAS, the City of Madison is in need of new voting equipment, because it is difficult, if not impossible, to obtain replacement parts for old voting equipment and because some equipment was damaged beyond repair by flood damage; and

WHEREAS, using election equipment programmed by the County Clerk provides greater transparency, accountability and a savings to the City of up to $750 per hour for programming the machines; and

WHEREAS, the City Clerk, who acts as the City’s chief election officer, recommends that the City of Madison take advantage of this offer of funding from the County,

THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to sign an Intergovernmental Agreement with Dane County that will authorize Dane County to purchase voting equipment for the City of Madison, and the City of Madison agrees to reimburse the County for 50% of the equipment, initial training and installation costs within three years of receipt...
