Fiscal Note
The proposed resolution authorizes six companies as sole source providers of parts for buses within Metro Transit's fleet. These expenditures are estimated to be $3,695,000 in 2026 and will be funded by existing appropriations within Metro Transit’s budget. The resolution authorizes the sole source agreement for purchases for the next 10 years, from 2026 through 2035. Funding for future years of the agreement is subject to future Council appropriation.

Authorizing Metro Transit to use Cummins, Inc.; Gillig, LLC, Transit Holding, Inc. (dba New Flyer); Clever Devices, Inc; Interstate Power Systems, Inc.; and SPX Corporation as sole source providers for bus parts that only they manufacture and are necessary for the full lifecycle of a bus.
Body
WHEREAS, Metro Transit has a need to purchase a variety of bus parts for bus parts not under warranty but manufactured only by a specific vendor; and
WHEREAS, Metro Transit currently has Cummins, Gillig, Transit Holding, Clever Devices, Interstate Power Systems and SPX Corporation buses and/or parts in its fleet that will need replacement in the next ten years; and
WHEREAS, to purchase parts compatible with current equipment, Metro Transit needs to purchase parts from sole source vendors Cummins, Gillig, Transit Holding, Clever Devices, Interstate Power Systems and SPX Corporation; and
WHEREAS, only these companies manufacture compatible parts for their own equipment already in Metro Transit's bus fleet, and therefore, Common Council approval is required for an exception to the competitive selection process normally required for purchases over $75,000 as allowed by MGO 4.26(4) (a) 2;
NOW, THEREFORE, BE IT RESOLVED that Metro Transit may purchase parts from Cummins, Inc.; Gillig, LLC, Transit Holding, Inc.
