Preamble

The City of Madison Forestry Section of the Parks Division manages an extensive urban forest on Madison streets, parks and conservation areas. Part of the management of that urban forest is to conduct visual surveys of the trees for signs of insect infestations. It was known that there was a gypsy moth infestation when the 2008 budget was prepared but it was not known how extensive that infestation was. At that time, the cost for treating the city for the known gypsy moth infestation was estimated and included as a Parks/Forestry supplemental request in the budget for 2008. However, upon completion of the gypsy moth egg mass survey in November, a larger infestation was found than what was originally estimated. The conclusion of the survey and identification of the treatment areas were not finalized until after the 2008 operational budge was passed. The amount of acres needing treatment totals 1,475.5 at $35.00 an acre. The Cost of the treatment is based upon the Department of Agriculture, Trade, and Consumer Protection contract that will be decided in March of 2008. It is possible that the Department of Agriculture, Trade and Consumer Protection may provide a partial reimbursement of these costs.

NOW, THEREFORE, BE IT RESOLVED That the 2008 Parks Division Operating budget shall be amended to increase the amount authorized for the gypsy moth spraying to occur in 2008 from $25,000 to $54,000, which reflects the additional acreage to be sprayed because a larger infestation was found; and
