Fiscal Note
The proposed resolution authorizes disbursements up to $30,000 each to the Northside Planning Council and MadWorC (Madison Worker Cooperatives) from the Cooperative Enterprise Development capital program for a total of $60,000. The current available budget authority for the Cooperative Enterprise Development capital program in Economic Development’s capital budget is approximately $295,000. No additional City appropriation is required.

Body
WHEREAS, the Common Council approved (Enactment RES-19-00363 4/30/2019) a Scope of Services for the technical assistance programming of the Cooperative Enterprise Development Program that includes $60,000 in funds to be used for community based organizations (CBOs) with the condition these funds be approved by Council for distribution; and

WHEREAS, the Madison Cooperative Development Coalition issued a 2019 Request for Proposals solicitation with an application due date of August 23, 2019 that requested proposals for CBOs with the following goals:
· to address MCDC goals by building the capacity of community-based organizations to help create and support worker owned cooperatives
· Support for community organizing to identify potential worker owned cooperative groups
· Workshop and education program development around the worker cooperative model
· Support for integrating the cooperative model into existing business or entrepreneurship training programs.
· Support for staff training and capacity building to help organize cooperatives
· Support for providing assistance to cooperative start-up groups ; and,

WHEREAS, MCDC received 6 proposals in response to the RFP making requests totaling $160,000; and

WHEREAS, a RFP review panel of City staff and community leaders reviewed the 6 proposals and, at the meeting on October 4, 2019 developed the foll...
