Fiscal Note

The proposed resolution authorizes the City to accept a $22,655 contribution from MG&E to support the purchase of three electric vehicles. Metro Transit, Water Utility, and Fleet Service willl each purchase one electric vehicle using existing funding authorized in the adopted 2017 budget for the planned asset replacement schedule. No additional appropriation is required for the purchase of the vehicles.

Body

WHEREAS, the Madison Common Council has adopted a goal that City facilities and operations be fueled by100% renewable energy and become net-zero carbon emissions operations; and,

 

WHEREAS, the adopted Madison Sustainability Plan’s Carbon & Energy goals call for the use of low-carbon fuels in City operations and vehicle purchases and the transition of the City fleet to low-carbon fuel supply options, including electric car charging; and,   

 

WHEREAS, the City of Madison has been offered $22,655 from MGE’s Electric Vehicle Deployment Program to assist in the purchase of plug-in battery vehicles (EV’s).  The primary goal of the project is reducing air emissions; and, 

 

WHEREAS, three City agencies - Fleet Services, Metro Transit, and the Water Utility - have each identified an existing gasoline-fueled vehicle used for City or Water Utility business needing replacement and  have identified a newly manufactured EV suitable to replace the older vehicle; and 

 

WHEREAS, the MGE grant pays for half the incremental purchase cost of three newly manufactured EV’s compared to the cost of newly manufactured similar gasoline vehicles; and,

 

WHEREAS, the balance of the purchase price for the vehicles is included in the approved 2017 budgets of each agency; and,

 

WHEREAS, MGE will install level 2 dual charging stations in three locations; and,

 

WHEREAS, MGE will provide upfront funding of the estimated incremental cost of charging the 3 EV’s for 10 years with renewable energy provided under MGE’s Green Power Tomorrow Program, or a successor program.  At today’s rates, the difference in cost between Green Power Tomorrow and conventional electric rates is $.025/kWh; 

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Mayor and City Clerk to accept grant funds and enter into a related 10-year agreement with Madison Gas & Electric. This agreement requires, among other terms, the permanent disabling of 3 gasoline-fueled fleet cars and City retention, maintenance, and use of the EV replacement vehicles for their useful life. Also, the Council agrees to provide, at no cost to MGE, space and all rights necessary for MGE to own, install, and maintain charging stations for at least 10 years; and,

 

BE IT FURTHER RESOLVED, that the 2017 adopted  budgets of three affected City agencies will be  amended to appropriate grant funds and make associated expenditures as follows: Fleet Services’ Capital Budget by $5,121; Metro Transit’s Operating Budget by $8,767; and, the Water Utility’s Operating Budget by $8,767; and,

 

BE FINALLY RESOLVE,D that the Common Council authorizes Fleet Services to enter into sole source purchasing agreements with Ewald Automotive Group, LLC for the purchase of one Ford Focus Electric Hatch and two Chevrolet Bolts.
