The proposed resolution accepts the Final Anaerobic Digester Feasibility Study from EcoEngineers. The report identifies and evaluates food waste sources, digester system design, revenues, capital and operating costs, and a potential site. No appropriation is required to accept the report. Should the City decide to proceed with an anaerobic digester, significant capital and operating costs will need to be included in future budgets. These costs are outlined in detail in the report (attached to this file).

SUBSTITUTE - Accepting the Final Anaerobic Digester Feasibility Study from EcoEngineers

WHEREAS, in 2019 the City of Madison was awarded a grant from the US Environmental Protection Agency (EPA) to study the feasibility of developing a centralized municipal organic waste collection and digestion program for the City of Madison and other Dane County communities; and
WHEREAS, By Resolution RES-19-00719, Legistar 57508, adopted October 15, 2019, the Madison Common Council voted to amend the 2019 Adopted Operating Budget to appropriate $39,000 of federal funding in the Streets Division and Approving the City’s acceptance of the US Environmental Protection Agency’s “Supporting Local Infrastructure for Anaerobic Digestion” grant to study feasibility of developing a regional anaerobic digester; authorizing the Mayor and City Clerk to execute any documents accepting the grant award. (16th AD); and,
WHEREAS, EcoEngineers was selected to be the consulting firm through a competitive bid process to produce the feasibility study, and,
NOW, THEREFORE, BE IT RESOLVED, that the Common Council accept the final Anaerobic Digester Feasibility Study from EcoEngineers which identified and evaluated food waste sources, digester system design, revenues, capital and operating costs, and a potential site; and,
BE FINALLY RESOLVED, that the Common Council recommend city staff develop a detailed report on next steps for implementation of an anaerobic digester for the greater Madison region in collaboration with regional partners and stakeholders.
