Fiscal Note
The base budget includes $203,000 within CDD for Day Center operations ($80,000) and gap services for homeless individuals prior to the opening of the Day Center ($123,000). Historically the budget included $50,000 for Day Center operations; through BOE Amendment 14, the 2016 Adopted Budget added $30,000 for a total of $80,000 as the City’s contribution for the Day Center.
The funding for gap services was added to the budget in 2015. This funding currently supports the following contracts:

The proposed resolution states the City’s intent to provide $137,000 annually for the operations of the Day Center. At this funding level case management services at the Central Library will continue while the remaining gap services will be discontinued. The funding commitment outlined in the resolution is contingent upon appropriations in the 2017 Adopted Operating Budget.

SUBSTITUTE - Declaring the City of Madison’s Intent to Identify Operations Funding for a Permanent Comprehensive Day Resource Center.
Body
WHEREAS, the Common Council has adopted a five-year Community and Neighborhood Plan which identifies homelessness as a critical issue within the community; and,
WHEREAS, the Community Development Division works collaboratively with Dane County government and non-profit homeless service providers to help meet the needs of homeless persons; and,
WHEREAS, in March, 2013 the City of Madison passed resolution 28710, Honoring and Congratulation the Daytime Warming Shelter Program for Its Successful 2012-2013 Operations as an interim measure prior to the establishment of a permanent Day Resource Center; and,
WHEREAS, the Dane County Homeless Issues Committee recommended the establishment of a permanent Day Resource Center beginning November 1, 2013; and,
WHEREAS, In November 2015, Dane County issued a request for proposals (RFP) for operators for a comprehensive day resource center to serve homeless individuals and families in Dane County. The RFP committed $330,000 in operations funding based on planned support from Dane County, the City of Madison and the United Way of Dane County; and,
WHEREAS, the only respondent to the RFP provided a proposed budget of $450,000 to operate the day resource center, indicating a funding gap of $120,000; and,
WHEREAS, after the RFP response was rejected, representatives from Dane County, the City of Madison, and the United Way, and other potential private funders met to review the concept for the Day Resource Center and the funding commitments. The group released a draft concept paper in April 2016 which proposes an operating budget for the Day Resource Center of $427,398, which also identified a funding gap of approximately $117,398; and,
WHEREAS, for the past several years as Dane County has been attempting to site and open a permanent Day Resource Center, Dane County and the City of Madison have been collaborating on the provision of interim day services to address unmet needs of homeless persons. These unmet needs include access to day shelter space, laundry, personal storage, case management and van transportation to these services offered at scattered sites; and,
WHEREAS, these interim services were planned to provide services until the Day Resource Center was operational and providing similar services. Those services include:
• Case management services at the Central Library - $66,000
• Contribution to Dane County funded van service run by Porchlight - $19,000
• Laundry services contract with Project Bubbles - $16,000
• Support for storage space at the Social Justice Center - $22,000; and,
WHEREAS, the above services are anticipated to be included in the 2017 Community Development Division Base Operating Budget for 2017; and,
WHEREAS, the City of Madison supports the goal of co-locating services for homeless persons, such as the coordinated intake program, at the permanent Day Resource Center; and,
WHEREAS, it is anticipated that some of the above services such as laundry services and storage space may no longer need to be provided independently from the permanent Day Resource Center, and that those funds could support the Day Resource Center,
NOW BE IT RESOLVED that the City of Madison intends to provide a total commitment of $137,000 of funding from the CDD Operating Budget for 2017 for the permanent day resource center; and,
BE IT FURTHER RESOLVED that the City of Madison recognizes the essential service of case management provided to homeless persons at the Central Library and will plan to maintain funding for this service after the permanent Day Resource Center is operational; and,
BE IT FURTHER RESOLVED that the City of Madison supports a storage program as part of the day resource center concept to offer homeless persons a place to store smaller personal items including winter coats and sleeping gear, but not furniture, which they can access during the day resource center hours of operation. The City of Madison also supports the continued critical van transportation services at the permanent Day Resource Center; and,
BE IT FURTHER RESOLVED that until such time as the comprehensive day resource center opens, which is currently planned for July 2017, permanent comprehensive day resource center operations funding should be used to provide interim services to the homeless in collaboration with Dane County and homeless services providers; and,
BE IT FURTHER RESOLVED that the City of Madison encourages potential comprehensive day resource center operators and RFP respondents to pursue additional resources, private funding commitments, and in-kind contributions from partner agencies, to enhance the operations plan, attract highly-qualified staff, and offer a comprehensive range of services and programs; and,
BE IT FINALLY RESOLVED that any future RFP issued for the operations of the comprehensive day resource center reflect that the County and its partners are committed to funding the base level of operations at the permanent day resource.
