Fiscal Note
The proposed resolution amends an existing non-competitive purchase of services contract with Mead and Hunt for continued work (design and construction administration for Phase 2) at the Metro Transit Bus Barn located at 1101 E. Washington Ave. The additional cost for the contract amendment is $390,000, which is budgeted within the adopted 2019 capital budget in Metro’s Facilities Repairs and Improvements capital program. In 2019, $7 million of GO Borrowing is budgeted for the facility improvements.

Title
Resolution authorizing an amendment to the non-competitive contract with Mead and Hunt, a past consultant, for professional architectural and engineering services for the design and construction administration of (2019 - Phase 2) Metro Bus Barn Facility Upgrades. (6th AD)
Body
WHEREAS the 2019 Capital Budget includes $7,032,586 for Metro Transit Facilities Repairs and Improvement;
WHEREAS Mead & Hunt completed a building master plan study for the 1101 E. Washington Ave Metro Transit Bus Barn in March 2018, and is familiar with the project and design requirements; and
WHEREAS the building master plan study was awarded in May 2017 after a competitive Request for Proposal (RFP) process; and
WHEREAS the building master plan study identified the general cost and scope of work required to complete the Metro Bus Barn Facility Upgrades.
WHEREAS, in addition, Mead & Hunt completed the design work associated with phase 1 of the building master plan study in 2018 which was awarded via an non-competitive purchase of services contract; and
WHEREAS Design work for Phase 2 of the building master plan is scheduled to occur in 2019; and
WHEREAS, MGO 4.26 requires Common Council approval of service contracts of $50,000 or more if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and
WHEREAS, this contract meets section 4.26(4)(a)7 which provides that a contract may be approved without a competitive selection process if the contractor has performed services to City on continuing project and it would be economical to retain the same consultant.
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to amend the contract with Mead & Hunt to provide for professional architectural and engineering services for the design of Metro Bus Barn Facility Upgrades to continue with the design and construction administration work for phase 2.
