The proposed resolution supports an application to the US Department of Transportation’s Safe Streets and Roads for All Implementation grant. Traffic Engineering’s 2023 adopted capital budget authorized $4 million in General Fund borrowing to serve as a local match for the proposed grants.

Body
WHEREAS, the City of Madison’s Vision Zero Action Plan recommends pursuing federal funding for improvements; and

WHEREAS, the Vision Zero team has identified the Safe Streets and Roads for all Program Grant as a potential source for implementation of actions and strategies outlined in the Vision Zero Action Plan; and

WHEREAS, the Safe Streets and Roads for All Grant Program will support implementation of activities that are included in an approved Vision Zero action plan; and

WHEREAS, up to $1 billion is available through the Safe Streets and Roads for all Grant Program in FY 23 to prevent roadway deaths and serious injuries; and

WHEREAS, Traffic Engineering’s 2023 Adopted Capital Budget includes a Safe Streets for All Federal Grant Program that authorizes up to $4 million in local funding to match federal grants; and

WHEREAS, the City of Madison applied for the program in 2022 and received a $267,680 Supplemental Planning Grant for active transportation, school travel, and high injury network evaluation; and

WHEREAS, the USDOT Selection Criteria for Implementation Grants include #1 Safety Impact, #2 Equity, Engagement and Collaboration, #3 Effective Practices and Strategies, #4 Other USDOT Strategic Goals such as Climate Change and Sustainability, Economic Competitiveness, and Workforce, and #5 Sup...
