The proposed resolution supports an application to the US Department of Transportation’s Safe Streets and Roads for All Implementation grant. Traffic Engineering’s 2023 adopted capital budget authorized $4 million in General Fund borrowing to serve as a local match for the proposed grants.

SUBSTITUTE: Supporting and approving the City of Madison’s application to the US Department of Transportation (USDOT) by the Vision Zero team for a Safe Streets and Roads for All Implementation grant, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with USDOT or its designee, if awarded the grant.

WHEREAS, the City of Madison’s Vision Zero Action Plan recommends pursuing federal funding for improvements; and
WHEREAS, the Vision Zero team has identified the Safe Streets and Roads for all Program Grant as a potential source for implementation of actions and strategies outlined in the Vision Zero Action Plan; and
WHEREAS, the Safe Streets and Roads for All Grant Program will support implementation of activities that are included in an approved Vision Zero action plan; and
WHEREAS, up to $1 billion is available through the Safe Streets and Roads for all Grant Program in FY 23 to prevent roadway deaths and serious injuries; and
WHEREAS, Traffic Engineering’s 2023 Adopted Capital Budget includes a Safe Streets for All Federal Grant Program that authorizes up to $4 million in local funding to match federal grants; and
WHEREAS, the City of Madison applied for the program in 2022 and received a $267,680 Supplemental Planning Grant for active transportation, school travel, and high injury network evaluation; and
WHEREAS, the USDOT Selection Criteria for Implementation Grants include #1 Safety Impact, #2 Equity, Engagement and Collaboration, #3 Effective Practices and Strategies, #4 Other USDOT Strategic Goals such as Climate Change and Sustainability, Economic Competitiveness, and Workforce, and #5 Supplemental Planning and Demonstration Activities; and
WHEREAS, the USDOT’s Safe Streets and Roads for All Grant Program provides an opportunity to accelerate the City’s efforts to eliminate serious and fatal crash on Madison’s streets and further equitable traffic safety outcomes; and
WHEREAS, an identified list of candidate projects is desirable in submitting Safe Streets and Roads for All Grant application;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council supports the application by the Vision Zero staff team to the USDOT Safe Streets and Roads for All Grant Program for funding of actions and strategies in the Vision Zero Plan.
BE IT FURTHER RESOLVED that a candidate project list be included in the Vision Zero Action Plan as an appendix, to be updated annually; and
BE IT FURTHER RESOLVED that the City of Madison commits to funding the 20% local match requirements in the 2023 and 2024 Capital Budget up to the adopted budget authority available in the 2023 Adopted Capital Budget, if awarded a grant in the Safe Streets and Roads for All Program; and
BE IT FURTHER RESOLVED that the Common Council authorizes the Vision Zero team to apply for the grant on behalf of the City, to accept the grant if awarded, and to execute and/or submit any other documents related to the grant, in a format approved by the City Attorney, that may be necessary to comply with the grant conditions; and
BE IT FURTHER RESOLVED that the Common Council strongly encourages the City to include in the proposal a sufficient budgetary component for evaluating the impact of implemented and planned projects as deemed responsive to the FY23 Safe Streets and Roads for All (SS4A) Notice of Funding Opportunity by City staff and with input from Vision Zero data and evaluation collaborators.
BE IT FURTHER RESOLVED that the Common Council strongly encourages the City to integrate nature-based storm water solutions with the safety counter measures incorporated within the scope of this proposal and ensure sufficient budget capacity for doing so.
BE IT FINALLY RESOLVED that the Common Council authorizes the Mayor and the City Clerk to enter into a grant agreement with USDOT or its designee, in a format approved by the City Attorney, for the USDOT Safe Streets and Roads for All Grant Program in the 2023 funding opportunity.
