The proposed resolution amends the 2023 Parks Capital Budget by authorizing a net-neutral transfer of existing GO borrowing authority between major projects. $180,000 in GO borrowing from Garver at Olbrich Botancial Complex (Munis 17169) would be transferred to the Madison Senior Center Courtyard Renovation (Munis 12728).
The Garver at Olbrich Botanical Complex project was originally created in the 2013 Capital Budget. The majority of project expenses were incurred in 2018, but the project has remained open and the total unused authority is $1,556,400. The resolution proposes transferring unused appropriation authority from the Garver project to the Madison Senior Center Courtyard renovation. The Senior Center project does not have sufficient funding to cover the contract award for Public Works Contract No. 9313, which totals $1,154,500 (including contingency). No additional appropriation is required.
