Fiscal Note

The proposed resolution amends the 2023 Parks Capital Budget by authorizing a net-neutral transfer of existing GO borrowing authority between major projects. $180,000 in GO borrowing from Garver at Olbrich Botancial Complex (Munis 17169) would be transferred to the Madison Senior Center Courtyard Renovation (Munis 12728).

The Garver at Olbrich Botanical Complex project was originally created in the 2013 Capital Budget. The majority of project expenses were incurred in 2018, but the project has remained open and the total unused authority is $1,556,400. The resolution proposes transferring unused appropriation authority from the Garver project to the Madison Senior Center Courtyard renovation. The Senior Center project does not have sufficient funding to cover the contract award for Public Works Contract No. 9313, which totals $1,154,500 (including contingency). No additional appropriation is required.

Body

WHEREAS, the Parks Division seeks to renovate the Madison Senior Center Courtyard, 330 W. Mifflin, as a public park to address downtown parkland deficiencies; and

WHEREAS, the Common Council authorized the Board of Public Works to advertise and receive bids for the Madison Senior Center Courtyard (RES-23-00041, Leg File 75306 <https://madison.legistar.com/LegislationDetail.aspx?ID=5991454&GUID=CC06770C-20F2-4A7C-ACE9-FC2E348F88B1&Options=ID|Text|&Search=madison+senior+center>); and

WHEREAS, the construction project was let for Public Works Bidding on February 9; and

WHEREAS, one bid was received on March 9, 2023, and the single bid was not opened; and

WHEREAS, the construction project was let a second time for Public Works Bidding on March 30; and

WHEREAS, two bids were received on April 20, 2023, and additional funds are necessary to award the contract and complete the project to close out; and

WHEREAS, no increase in general fund supported General Obligation borrowing is required to transfer existing budget authority to the Downtown Area Park (Madison Senior Center Courtyard) project; and

WHEREAS, the amendment provides sufficient funding through construction completion and project close out; and

NOW, THEREFORE, BE IT RESOLVED that the 2023 Parks Division Adopted Capital Budget is amended to transfer $180,000 of general obligation borrowing authority from the Garver at Olbrich Botanical Complex to the Downtown Area Park project (Madison Senior Center Courtyard).
