Lost revenues from repealing bicycle dealer licenses is expected to be less than $2,000. These fees represent a general fund revenue source.

Repealing MGO 12.781 which licenses bicycle dealers.

DRAFTER’S ANALYSIS:    This ordinance repeals licensing of bicycle dealers. Much of 12.781 was previously repealed in 2021 when the City repealed the overall system of mandatory bicycle registration. This ordinance repeals the remaining sections.

The Common Council of the City of Madison do hereby ordain as follows:

 

                     1.                     Section 12.781 entitled “Licensing of Bicycle Dealers” of the Madison General Ordinances is repealed.

 

 

 

EDITOR’S NOTE: Section 12.781 entitled “Licensing of Bicycle Dealers” of the Madison General Ordinances currently reads as follows:

 

12.781 - LICENSING OF BICYCLE DEALERS

(1)                     No person, firm, association or corporation shall carry on or operate within the City of Madison a business for the purchase or sale or transfer of new or used bicycles or bicycle parts, without first having obtained a license therefore as hereinafter provided. For purposes of this ordinance, the sale or transfer of three (3) or more bicycles in a period of one (1) year constitutes a business.

(2)                     The license fee for each individual premises shall be one hundred dollars ($100) per annum. Renewal licenses shall be obtained on or before June 30 of each year or be subject to a late filing fee of 15% of the license fee. Payment of the late filing fee shall not relieve any person from any other penalties prescribed in this chapter for failure to possess or obtain a license.
