Fiscal Note
Under the proposed contracts, the City will either be charged by trip or by hour. In instances charged by trip, the rates vary from $35.00/trip to $52.00/trip. In instances charged by the hour, the rate is $66.00/hour. All three contracts are authorized for 5 years with annual price escalations. The 2023 executive operating budget includes $3.8m for paratransit contracts.
Title
Authorizing the Mayor and City Clerk to enter into agreements with Transit Solutions, Inc., Badger Bus Lines, Inc., and Quality Transit, Inc. for the purpose of providing Paratransit Services to Metro Transit for a term of two and one half years (2.5) years from January 1, 2023 to June 30, 2025 with two one-year options exercisable by the City, to extend the term. If so exercised, option year one would be from July 1, 2025 to June 30, 2026, and option year two would be from July 1, 2026 to June 30, 2027. Each option shall be exercised in writing by the Metro Transit General Manager at least ninety (90) days prior to the end of the original contract term.
Body
Metro Transit is required under the Americans with Disabilities Act to provide complementary paratransit service to its fixed-route transit operations.
WHEREAS, the City developed a request for proposals through the federal request for proposals procurement process; and
WHEREAS, said proposals were reviewed by transit staff and professionals in the transit industry; and
WHEREAS, Badger Bus Lines, Inc., Transit Solutions, Inc. and Quality Transit, Inc. were identified as the most responsive and responsible bidders, and it was determined that the services of all three firms were necessary to meet the paratransit needs of the transit division;
WHEREAS, under MGO 4.26(3)(3), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED: that the Mayor and City Clerk are hereby authorized to enter in agreements with Transit Solutions, Inc., Badger Bus Lines, Inc. and Quality Transit Inc. for the provision of complementary paratransit services for a period of two and one half (2.5) years from January 1, 2023 to June 30, 2025 with two additional one-year options ending June 30, 2027 that may be exercised by the Metro Transit General Manager.
