Fiscal Note
The proposed resolution authorizes the Mayor and City Clerk to enter into a Cost Sharing Agreement between the City of Madison (“MADISON”) and the Town of Blooming Grove (“BLOOMING GROVE”) for the Resurfacing of Worthington Ave., Powers Ave., and Thurber Ave. The total estimated project cost is $200,000, with MADISON’s share of the cost estimated at $66,000 and BLOOMING GROVE’s share estimated at $134,000. MADISON will complete the project and BLOOMING GROVE will reimburse the City based on actual costs.
The proposed amendment amends the 2022 Major Streets Capital Budget for the amount MADISON will be reimbursed by BLOOMING GROVE for the project. The budget amendment will increase revenues from expense reimbursement and will increase expenses by a commensurate amount.

WHEREAS, the City of Madison (hereinafter referred to as “MADISON”) and the Town of Blooming Grove (hereinafter referred to as “BLOOMING GROVE”) have determined the need for the asphalt resurfacing of Worthington Ave from Rethke Ave. to Powers Ave.; Powers Ave. from Worthington Ave. to Thurber Ave.; and Thurber Ave. from Powers Ave. to N. Fair Oaks Ave., in conjunction with the replacement of MADISON’s own sanitary sewer main located in BLOOMING GROVE right of way (hereinafter referred to as the “PROJECT”); and,
WHEREAS, the right-of-way in the PROJECT area is in both MADISON and BLOOMING GROVE and this portion of BLOOMING GROVE will be annexed into MADISON in 2027; and,
WHEREAS, Section 66.0301 Wisconsin Statutes, authorizes cities, villages, towns, counties, and other public agencies to enter into agreements for the joint exercise of any power or duty required or authorized by law; and,
WHEREAS, it is in both PARTIES’ interests to enter into a cost sharing agreement relating to the PROJECT.
NOW THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to enter into a Cost Sharing Agreement with the Town of Blooming Grove for the resurfacing of Worthington Ave., Powers Ave., and Thurber Ave.
NOW THEREFORE, BE IT RESOLVED, that the 2022 Major Streets Capital Budget is hereby amended to add “ Expense Reimbursement” funding source to project #14364 to allow reimbursement of costs from the Town of Blooming Grove.
