The proposed resolution amends an existing contract with Community Action Coalition of South Central Wisconsin (CACSCW) by increasing the contract amount by $6,440 per year for the period 2022-2025. The Common Council authorized the original contract as part of the City’s efforts to implement strategies specified in the 2020-2024 Consolidated Plan (RES-21-00717, Legistar File 67621). In 2021, $25,760 of ESG funds were unutilized and are eligible to be reallocated to eligible programs. Increasing the annual contract amount for CASCW by $6,440 per year for 2022-2025 will fully utilize unexpended ESG funds. No additional appropriation is required.

BACKGROUND

In the summer of 2021, City of Madison Community Development Division (CDD) conducted a competitive Request for Proposal (RFP) process for homeless services and housing resources to select community partner agencies that will implement strategies specified in the 2020-2024 City of Madison Consolidated Plan, during the period 2022-2025. The Common Council authorized the Mayor and City Clerk to enter into contracts with the specific nonprofit agencies selected through the RFP process, including Community Action Coalition for South Central Wisconsin (CACSCW) for the Prioritize Madison homelessness prevention program.

Federal Emergency Solutions Grant (ESG) funds in the amount of $25,760 were left unutilized from the City's 2021 ESG allocation, and now need to be re-allocated. These funds can only be allocated to prevention or rapid rehousing programs based on the HUD rules, and CACSCW’s Prioritize Madison program is the only eligible program that can use the funds, among programs selected through the RFP process.
