Fiscal Note

The proposed resolution amends an existing contract with Community Action Coalition of South Central Wisconsin (CACSCW) by increasing the contract amount by $6,440 per year for the period 2022-2025. The Common Council authorized the original contract as part of the City’s efforts to implement strategies specified in the 2020-2024 Consolidated Plan (RES-21-00717, Legistar File 67621). In 2021, $25,760 of ESG funds were unutilized and are eligible to be reallocated to eligible programs. Increasing the annual contract amount for CASCW by $6,440 per year for 2022-2025 will fully utilize unexpended ESG funds. No additional appropriation is required.

BACKGROUND

 

In the summer of 2021, City of Madison Community Development Division (CDD) conducted a competitive Request for Proposal (RFP) process for homeless services and housing resources to select community partner agencies that will implement strategies specified in the 2020-2024 City of Madison Consolidated Plan, during the period 2022-2025.  The Common Council authorized the Mayor and City Clerk to enter into contracts with the specific nonprofit agencies selected through the RFP process, including Community Action Coalition for South Central Wisconsin (CACSCW) for the Prioritize Madison homelessness prevention program.

 

Federal Emergency Solutions Grant (ESG) funds in the amount of $25,760 were left unutilized from the City's 2021 ESG allocation, and now need to be re-allocated. These funds can only be allocated to prevention or rapid rehousing programs based on the HUD rules, and CACSCW’s Prioritize Madison program is the only eligible program that can use the funds, among programs selected through the RFP process.

 

ACTION

 

WHEREAS, the Common Council has adopted the City of Madison's 2020-2024 Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, the CDD conducted an RFP process in the summer of 2021 and the Common Council authorized the Mayor and City Clerk to enter into contracts with selected community partner agencies to implement strategies specified in the Consolidated Plan (RES-21-00717, Legistar File #67621); and,

 

WHEREAS, through the RFP process, CACSCW was approved for up to $51,850 of ESG funds per year for the period 2022-2025 for its Prioritize Madison prevention program, which serves households at risk of homelessness; and,

 

WHEREAS, there is $25,760 in unutilized 2021 ESG funds available to be reallocated to eligible programs, and CACSCW’s Prioritize Madison is the only program eligible to receive the funds; and,

 

WHEREAS, $6,440 could be added to the Prioritize Madison program per year for the next four years, totaling $25,760, to expand the homeless prevention program providing rental assistance and supportive services to households at risk of homelessness in the City of Madison.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Mayor and City Clerk to sign an amendment to the contract with Community Action Coalition for South Central Wisconsin to increase the contract amount by $6,440, to $58,290 annually, to be used for prevention rental assistance and services during the period 2022-2025.
