SUBSTITUTE - Amending Sections 2.01(4) and 33.01(1)(b) of the Madison General Ordinances to clarify prohibited meeting dates.

DRAFTER’S ANALYSIS: This ordinance allows the Common Council to designate additional holidays on which meetings of the Council and Sub-units shall not be held.
The substitute adds the holidays of Eid Al-Fitr and Eid Al-Adha to the list of dates on which no Council meetings may be held.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (4) of Section 2.01 entitled “Meetings” of the Madison General Ordinances is amended as follows:
“(4) The Common Council shall not meet on the following holidays: New Year's Eve, New Year's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Martin Luther King, Jr. Day, Thanksgiving Day, Ho-Chunk Day (the day after Thanksgiving Day), Christmas Eve, Christmas Day, from sunset at the beginning of Rosh Hashanah to nightfall at the end of Rosh Hashanah, from sunset at the beginning of Yom Kippur and the day of Yom Kippur, the first two nights from sunset at the beginning of Passover to sundown at the end of the second day, the evening before and the day of Eid Al-Fitr, the evening before and the day of Eid Al-Adha, other holidays designated by the Common Council, and any general or primary election day for local, state or national offices, or referenda. Following adoption of the annual schedule for Common Council meetings and the designation of dates upon which meetings shall not be held, the City Clerk shall communicate such dates to the Common Council Office and staff of all Sub-units.”
2. Subdivision (b) entitled “No Meetings Election Day” of Subsection (10) entitled “Meetings Not to Be Held” of Section 33.01 entitled “Boards, Commissions, and Committees Procedures” is amended as follows:
