Fiscal Note
The proposed resolution authorizes a non-competitive service contract with AECOM Technical Services, Inc. for continuing design services of the E-W Bus Rapid Transit project. Currently there are about $4.6 million remaining in the 2020 (12777) and 2021 (12462) capital budgets to fund this design contract for Bus Rapid Transit. The estimated cost of the consultant's 60% and 90% engineering and design services are approximately $3,900,000.

Adoption of this Resolution will not commit the City of Madison to additional expenditures, but represents the next step towards future City capital and operating expenses associated with Bus Rapid Transit implementation. Future final design services will be funded subject to budget appropriation via the 2022 capital budget approval process.

Body
WHEREAS Madison’s E-W Bus Rapid Transit was recommended for Small Starts Funding by US DOT in May 2021; and
WHEREAS AECOM Technical Services Inc. was selected as the Phase 1 Bus Rapid Transit team based on a competitive RFP process via RFP #8706-0-2018-JA in 2018; and,
WHEREAS, City Purchasing Ordinances provide under sec. 4.26(4)(b), of the Madison General Ordinances that, if the aggregate amount of the fee for services in a contract exceeds $50,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4) (a) and must be approved by the Common Council; and,
WHEREAS, the Common Council passed a resolution (Item ID 56913 - adopted 10-1-19) authorizing the continued contracting with AECOM Technical Services Inc. throughout the project, with contract amounts subject to Common Council approval; and,
