The proposed resolution authorizes an Intergovernmental Agreement (IGA) with Dane County for a grant from the US Department of Energy (DOE). The grant will fund a joint Dane County-City of Madison-Slipstream energy efficiency field validation effort to upgrade windows and lighting controls on one façade of the City-County Building (CCB) and then document the associated energy savings and related benefits.
The agreement authorizes the City to contribute a total of $270,124 in lighting and window improvements to the City-County Building, $28,128 in personal costs, and 50% of any costs incurred by Dane County in excess of the estimated project costs. The contributions will be funded by the CCB Improvements capital project. There is $521,500 available in the project. Should costs exceed the available budget, an additional appropriation may be required.

WHEREAS, the County and the City collaborated on a project proposal responding to a Public Sector Field Validation solicitation for grant applications from the U.S. Department of Energy’s Building Technologies Office (“DOE”); and,

WHEREAS, the County and the City’s proposal offered to demonstrate how, by making improvements to the jointly-owned City-County Building (CCB), a window retrofit can be cost-effective at scale, especially when packaged with more cost-effective lighting and advanced control retrofits; and,
