Fiscal Note
The proposed resolution amends Metro Transit’s 2021 Adopted Operating Budget to create a new accounting position. Metro is requesting this position in response to increased procurement activity related to major initiatives within the agency including Bus Rapid Transit, the new satellite bus facility, and other capital projects. The position will be filled as a Transit Accountant 1 or 2 depending on qualifications. The annualized salary and benefit costs for a Transit Accountant 2 are approximately $95,000. Costs related to the position in 2021 are estimated to be $55,000.
Metro plans to fund this position over the next four years by utilizing one-time funds the agency anticipates receiving through federal rescue programs. The creation of the position creates an ongoing operating expense for the agency. After the exhaustion of the federal funds, the position will need to be supported by agency revenues or the general fund subsidy provided to Metro.

WHEREAS, Metro Transit is experiencing an increased need to support procurement activities with many major transit projects such as Bus Rapid Transit, a new satellite bus facility, and a comprehensive technology system upgrade;
WHEREAS, Metro Transit has requested the creation of a 1.0 FTE position in the Accounting 1 or 2 classification, CG 44, Range 6 or 8, dependent on candidate qualifications;
WHEREAS, the anticipated salary and benefit costs for the new Transit Accounting position are estimated to be $55,000 in 2021;
WHEREAS, Metro is expected to receive approximately $69,000,000 in federal funds from the Coronavirus Aid, Relief, and Economic Security Act, the Coronavirus Response and Relief Supplemental Appropriations Act, and the American Rescue Plan (herein referred to as “Rescue Funds”)...
