Resolution # 64012 enacted March 3, 2021 authorized the purchase of land at 3901 & 3829 Hanson Road to serve as Metro Transit’s satellite facility. While purchase of the property is funded through Metro’s capital budget appropriations, no costs associated with operating the new facility were included in Metro’s 2021 operating budget. Metro anticipates $300,000 in additional operating costs in 2021 associated with the new facility. These costs include:
• $105,000 in salary and benefit costs for two new Transit Utility Workers and a Transit Custodian. These additions result in a 3.0 FTE increase within Metro.
• $195,000 for utility costs
The proposed resolution amends Metro’s 2021 operating budget to appropriate these additional operating costs and to create the 3.0 FTE positions. The resolution also appropriates $300,000 in federal funds from Metro’s CARES act award to fund these costs. Costs anticipated in 2022 to operate the satellite facility will be included in Metro’s 2022 budget request.

WHEREAS, Resolution # 64012 enacted March 3, 2021 authorized the execution of a Purchase and Sale Agreement for the purchase of property located at 3901 & 3829 Hanson Road (“Property”) in the City of Madison for Metro Transit Satellite Facility purposes;
WHEREAS, the purchase of the Property is expected to close in July 2021;
WHEREAS, the purchase of the Property is funded by the Metro Satellite Bus Facility capital project but costs associated with operation of the new facility were not included in Metro’s 2021 operating budget;
WHEREAS, Metro’s operating needs for the new satellite facility require additional personnel including two 1.0 FTE Transit Utility Workers and one 1.0 FTE Transit Janitor;
WHEREAS, Metro Transit expects operating costs associated with the Property to total $300,000 in 2021 comprised of $105,000 for the additional personnel costs and $195,000 for utilities;
WHEREAS, in 2020 Metro was awarded $24.5 million through the initial round of the CARES Act stimulus program and approximately $9.7 million of the original CARES award is available for use;
WHEREAS, the CARES Act award will be used to fund the additional 2021 operating costs associated with the Property;
NOW THEREFORE BE IT RESOLVED, that Metro Transit’s 2021 Adopted Operating Budget is amended to appropriate $195,000 for purchased services, $65,452 for salaries, $39,548 for benefits, and $300,000 in federal revenues within the Fixed Route service.
BE IT FURHTER RESOLVED, that two 1.0 FTE positions of Transit Utility Worker and a 1.0 FTE Transit Janitor are created within the Metro Transit 2021 Operating Budget.
