Fiscal Note
The proposed resolution authorizes a Memorandum of Understanding (MOU) with the Natural Resources Defense Council (NRDC) for the City of Madison’s participation in the Great Lakes Cohort of the Food Matters Regional Initiative. The term of the MOU is through June 30, 2023. City staff time spent working on the initiative will be absorbed with existing resources. No appropriation is necessary at this time.

Body
WHEREAS, in 2012, the City of Madison adopted its first Sustainability Plan which included goals to divert 75% of its waste from landfill sites by the year 2020, and Zero Waste by 2050; and,
WHEREAS, in 2018, the City of Madison’s comprehensive plan “Imagine Madison” was adopted which included the strategy of reducing landfilled waste through the action of establishing a citywide food scrap recycling program; and,
WHEREAS, since 2011, the City of Madison has been working to prevent wasted food and scraps from going to the landfill starting with a pilot curbside collection program and going through various iterations to keep the program going each year since; and,
WHEREAS, in 2020, the City of Madison submitted an application to participate in the NRDC Food Matters Initiative Great Lakes Cohort; and,
WHEREAS, in January 2021, the NRDC announced the selection of the City of Madison to participate in the Great Lakes Cohort of the Food Matters Initiative; and,
WHEREAS, by participating in this initiative, the City of Madison will work to reduce food waste by partnering with cities to intentionally integrate strategies to advance food waste prevention, surplus food rescue, and recycling of food scraps; and,
