Fiscal Note

The proposed resolution would accept Focus on Energy incentives and amend the 2020 Adopted Capital budget to reflect receipt of those funds. The resolution would increase the 2020 Adopted Capital budget for Engineering - Facilities Management Energy Improvements (MUNIS 12354) by $219,000 and Metro Facility Improvements Project by $125,000 (MUNIS 11229).

Title

Amending the adopted 2020 Engineering-Facilities Management capital budget and Metro capital budget to allow acceptance of Focus on Energy incentive checks into the Engineering Energy Improvements Fund and Metro Facility Repairs and Improvements Fund totaling approximately $344,000. (15th AD)

Body

WHEREAS, Focus on Energy is an energy efficiency and renewable resource program funded by the state’s investor-owned energy utilities, under Wis. Stat. § 196.374(2)(a), and participating municipal and electric cooperative utilities. The program works with eligible Wisconsin residents, businesses, and local governments to install cost-effective energy efficiency and renewable energy projects. The program is currently administered by APTIM (“Program Administrator”) under contract with Statewide Energy Efficiency and Renewable Administration, Inc. (“SEERA”) although the program administrator can change from time to time; and,

 

WHEREAS the City and Focus on Energy have entered into Incentive Agreements for various installations completed in 2020 that improve energy efficiency and reduce operating costs; AND,

 

WHEREAS the total incentive amount offered by Focus on Energy is not a guarantee of specific incentive amounts; AND,

 

WHEREAS Focus on energy will determine the final incentive amounts after verification of the installations in 2020;

 

WHEREAS the City of Madison will be receiving a check for energy efficient construction of the Fleet Services Building at 4151 Nakoosa Trail for approximately $200,000 from our participation in the Design Assistance Program; AND,

 

WHEREAS the City of Madison will be receiving a check for the installation of a solar electric system at the new Fleet Services Building at 4151 Nakoosa Trail for approximately $13,000 from our application for a Prescriptive Incentive; AND,

 

WHEREAS the City of Madison and Madison Metro Transit will be receiving a check for energy efficient construction of new HVAC equipment being installed as part of the 1101 E. Washington Phase 2 Facility Improvements for approximately $125,000 from our application for a Custom Incentive; AND,

 

WHEREAS the City of Madison will be receiving a check for the installation of new boilers at the Police East District at 809 S. Thompson Drive for approximately $3,000 from our application for a Prescriptive Incentive; AND,

 

WHEREAS the City of Madison will be receiving a check for the installation of a solar electric system at Fire Station 11 at 4011 Morgan Way for approximately $3,000 from our application for a Prescriptive Incentive;

 

WHEREAS the Engineering Energy Improvements Fund has up to $20,000 of annual funding source planned for Focus on Energy incentives, which has been fully allocated to previous or forthcoming Focus on Energy incentive checks for other 2020 projects; AND

 

WHEREAS the Metro Facility Repairs and Improvements Fund has no planned allocation for Focus on Energy incentives;

 

NOW, THEREFORE BE IT RESOLVED that the 2020 Adopted Capital Budget will be amended to allow up to $219,000 of Focus on Energy incentive funds to be deposited into the Engineering Energy Improvements Fund; AND

 

BE IT FURTHER RESOLVED that the 2020 Adopted Capital Budget will be amended to allow up to $125,000 of Focus on Energy incentive funds to be deposited into the Metro Facility Repairs and Improvements Fund.
