Fiscal Note

The proposed resolution authorizes contract agreements with six community agencies, totaling $1,472,134, for programs that aim to prevent, prepare for, and respond to the coronavirus for persons experiencing or at risk of homelessness. The $1.47m is funded by Emergency Solutions Grant Program Supplemental Funds (ESG-CV) awarded to the Dane County Continuum of Care (CoC). Approved RES-20-00531 (Legistar #61293) amended the 2020 Adopted Operating Budget to accept Emergency Solutions Grant Program Supplemental Funds (ESG-CV CoC). No additional City appropriation is required.

BACKGROUND

 

The City of Madison works closely with Dane County Continuum of Care (CoC) member agencies that serve people experiencing homelessness and those at risk of becoming homeless, and provides leadership and administrative support to the group. This collaborative work includes the City's administration of grants, on behalf of the Dane County CoC, made to the CoC by the State of Wisconsin.

 

The Dane County CoC was awarded $1,887,265 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV CoC) allocated to the State of Wisconsin by the U.S. Department of Housing and Urban Development (HUD) under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). In addition, the City of Madison received a direct award of ESG-CV funds from HUD. The Dane County CoC Board of Directors is responsible for making the funding allocation decisions for these ESG-CV CoC funds. The City of Madison Community Development Division will serve as the grant recipient and enter into contracts with the subrecipient nonprofit agencies to undertake the activities approved by the Dane CoC Board of Directors.

 

The Dane County CoC Board of Directors previously allocated $365,276 of the funds to existing outreach, emergency shelter and prevention projects to respond to immediate COVID-19 response needs. Remaining funds were directed to be allocated through a competitive RFP process. On July 21, 2020, the Common Council approved RES-20-00531 (Legistar Item # 61293), which authorized the City, on behalf of the Dane County CoC, to accept the ESG-CV CoC grant and authorized the Mayor and City Clerk to execute agreements with nonprofit agencies approved by the Dane CoC Board of Directors.

 

The City Community Development Division (CDD) conducted a joint RFP process to allocate the remaining $1,472,134 of ESG-CV CoC funds as well as $1,943,882 of ESG-CV funds granted directly by HUD to the City. Allocation decisions for ESG-CV CoC funds were finalized at the CoC Board of Directors meeting on September 25, 2020 and are presented in this Resolution. A companion Resolution, containing funding recommendations regarding the use of ESG-CV funds awarded directly to the City of Madison from HUD will be presented to the Council for its approval. 

 

 

ACTION

 

WHEREAS, the Common Council has adopted the 2020-2024 City of Madison Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, on July 21, 2020, the Common Council approved RES-20-00531 (Legistar Item # 61293) amending the 2020 Adopted Operating Budget to accept Emergency Solutions Grant Program Supplemental Funds (ESG-CV CoC) awarded to the Dane County Continuum of Care by the State of Wisconsin from funds made available from the U.S. Department of Housing and Urban Development (HUD) under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); and,

 

WHEREAS, City Community Development Division staff worked collaboratively with the Dane County CoC to allocate these resources using a joint competitive RFP process; and,

 

WHEREAS, the Dane County CoC Board of Directors, which is charged with approving the funding allocation for ESG-CV CoC funds granted to the State of Wisconsin by HUD, approved the following funding allocations at its September 25, 2020 meeting:

 

                     Briarpatch Youth Services, Inc. - Up to $170,918 for prevention services and financial assistance targeting youth

 

                     Lutheran Social Services - Up to $182,314 for rapid rehousing program for single adults

 

                     MACH OneHealth - Up to $26,000 for medical street outreach

 

                     Sankofa Educational Leadership United - Up to $210,132 for rapid rehousing program for individuals or families and up to $299,315 for non-congregate hotel-based emergency shelter for women and families

 

                     The Salvation Army Dane County - Up to $306,877 for rapid rehousing program for women and  families and up to $10,400 for rapid exit (entry cost assistance) for women and families 

 

                     Urban Triage - Up to $266,178 for street outreach services

 

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council, hereby authorizes the Mayor and City Clerk to execute agreements with the specific nonprofit agencies listed herein to provide the specified services for people experiencing homelessness and those at risk of becoming homeless.
